Summary:碩士 === 國立中興大學 === 國際政治研究所 === 93 === Abstract: Along with several wars in large scale caused heavy casualties in human history, as well as human rights are getting more attention from the public in recent years, military powers gradually thought about creating some other forms of war which could cost less blood, turning ‘physical fighting’ to ‘intellectual fighting,’ aiming at ‘conquering the enemy without bullets.’ Unlimited by time and geography, military force’s political warfare or political work cannot be ignored by any fighting units and any other military operations; moreover, it has been the key factor to master the battles and even influence the final outcome. USSR’s Red Army commenced the theorization and systematization of political warfare, and then followed by ROC’s National Revolutionary Army (National Army) and PRC’s People’s Liberate Military (Liberate Military). After 1949, both sides of the strait respectively developed a sophisticated set of systems and operations for each own, and have been holding on as spiritual supports for military reservation and operations. Due to root variance in ideology, political systems, and organizational structure, plus the government shift happened in 2000 in ROC, the development and effects of the military political warfare in each side are quite different from each other. In March 2005, PRC legislated ‘Anti-separation Law’ in threat to ROC. Beijing has never declared to give up military force against Taiwan, and has been blocking ROC’s diplomatic efforts in international communities. It’s necessary to have deep understanding about Liberate Military’s ‘life line’ i.e., its political work systems, and hold solid confidence in our own systems and operations, with intention to maintain and upgrade it. Facing the time military is paying more attention to reform and openness, as well as hi-tech warfare, the forces still need to carry on enhancing political work and strengthen ideological education. The objective of this study is to conduct a comparative study on organizations and operational responsibilities of these 2 political warfare systems, thereby analyze their features, advantages and disadvantages, and adjustments adopted onto the political warfare systems responding to changes from the time and environment. The study is to improve our knowledge about each side’s military and political power, then can be of reference for forming military and political war strategies.
