It caused great damage to many valuable cultural assets in central Taiwan. This was the first time cultural assets faced such a great disaster since the Law of Culture Heritage Conservation (CHC) Act of 1982 and the Law of Culture Heritage Conservation Enforcement Regulation (CHCER) Act of 1984 came into force. The government’s regulations, organizations, budget and man power were not prepared to handle such a crisis, thus exposed the deficiency of the country’s crisis management system.   This author had the advantage to participate in the renovation of historical buildings and to observe it from the early “panic” stage right after the earthquake to the establishment of a renovation system. Due to incomplete regulations and diversification of the cases, the renovation work faced unprecedented challenges. Fortunately, the Council of Culture Affairs had set up the “assistance and guide team for renovation of historical buildings after 921 earthquake” and the “area team for providing professional technique service” to assist in the process. Both are ad hov teams for the purpose of providing professional consultation and assistance in order to make the renovation work smoothly.   How to define historical buildings? What is the guidance principle of renovation? The government’s answers to these questions are vague. The government lacks the experience of renovating historical buildings and does not have clear ideas on proper working procedures, nor does it have basic regulations of construction standard. The Council of Culture Affairs promulgated “the regulation of the operation procedure for subsiding to renovate the historical buildings in the damaged areas after 921 earthquake.” The regulation brings “the three grades of public construction quality control system” into the renovation procedure. It demands to oversee the renovation progress through the control of subsidies. Furthermore, it has established a mechanism to improve the quality of construction through periodical examination of the renovation process. In addition, it enforced a table of self-evaluation in the renovation system. After the system was carried out, architects, construction firms, and inspection institutions began to heed the rules and to enhance the quality of construction. Undoubtedly, this mechanism works.   On the 5th anniversary since the renovation began and while the national renovation project coming to an end, what course should the renovation of Taiwan’s historical buildings renovation take? It is necessary to preserve the experience and to transform it into a permanent system.
