碩士 === 國立成功大學 === 電信管理研究所 === 93 === 　In the recent years, due to the development of mobile devices and wireless networks, the mobile payment has become a feasible way for people to pay their bills. Moreover, with the expectable growth in the mobile commerce, the mobile payment will play an important role in this field. Because the mobile commerce not yet standardizes in the payment mechanism, there are still quite many questions that need to resolve in the development process. 　A safe payment mechanism is very important in the development of mobile commerce. In the future, the development of wireless environment will become a heterogeneous integrated network, people can access seamless network anytime and anywhere.Under the wireless network environment, several kinds of mobile payment mechanism have been developed and implemented in the world. The mostly application platform is paying money by the handset equipment, and auxiliaries is the chip or the credit card. 　In this paper, the aim is to construct the appropriate mobile payment process and business model for Taiwan. By interviewing professionals to analyze mobile payment systems and researching into the various characteristics of them, the payment situation, the operation mechanism, the attributes of the procedure , the primary techniques, and the suitable wireless technologies, we decompose the mobile payment mechanism into four subsystem within a framework of Morphological Box . Then, we will collect more experts’ knowledge and preference by questionnaire. We also study the process of mobile payment mechanism in the world to verify the model constructed by experts. 　By means of Fuzzy Delphi, we obtain the experts’ decision-making of approaite element of mobile payment procedure. We also probe into the the business models of these success and famous payment mechanisms. This paper induce a reasonable business model of mobile payment through strategic factors,participant relationship, back-end operations and settlement method, and the communication technologies and devices. We hoped the appropriate model can provide customers a security and prompt mechanism for transactions and a convenient practicality for daily life.This research also generalize the applicable component of mobile payment procedure to suggest the service provider of mobile payment implementing payment architecture in Taiwan.
