Since this is especially evident in information service industry, to expand information service companies’ competence set, which consequently can promote their competitiveness, becomes critical. Based on the aforementioned content, the main objectives of our study are (1) to study from the aspect of managers in IT industry to find a training plan which can improve the speed for information manager to enhance his competence, and (2) to apply both Theory of Planned Behavior and Action Control Theory, from a perspective of perception-intention, to investigate the behavioral intention model for competence set expansion in information service industry. Questionnaires were distributed to the local information managers, and the results were analyzed by related analysis to classify the competence sets. The followings are the major findings in our research: (1) Competence sets can be discriminated in Mental Intelligence; Management1: Leadership, coordination, and control; Management2: Planning; Information Technology; Application System; (2) the foregoing model is proved as being with a good fit of the model to the data; attitude, subject norm, and self-efficacy positively affect one’s behavioral intention to expand his competence set. Moreover, we find that action control style will moderate the relationship between subject norm and behavioral intention and the relationship between self-efficacy and behavioral intention.
