When experts investigate the accidents and trace back to the core reason, there always point to lack of “organized safety management” which is well known as 「Health and Safety Management System」. As enterprises want to accelerate their competitiveness in globalization era, however,「Health and Safety Management System」has become a vital issue to achieve goals. 「Health and Safety Management System」emphasize that enterprises should do better than regulations claims and spontaneously manage to be sustainable development. Thus, health and safety management indicators are very important data to understand performance. If the indicators are chosen appropriately, then supervisors can monitor the effectiveness of system and offer information for decision maker to make right policy for optimizing resource and achieving goals. For preventing from overworking, executors try to neglect the importance of indicators to system and long -term interest to business. It’s very sorry in Taiwan, in practice, health and safety management indicators can’t reflect the truth to supervisors for those are set only fill the bill not better than it. As review the experience of setting health and safety indicators, we find it is very difficult for business to gather and open their health and safety related information. Actually, the information should be reliable, accountable, understandable, comparable, meaningful and standardized, thus, it will be valuable for decision. This paper try to explore what is completeness of health and safety indicators by system approach and analyze the real situation of one Electronic Engineering factory from beginning to setting indicators.
