This study was classified into two stages: At the first stage, the questionnaire of after learning was taken to explore the relative problems and essential of teaching in the practical class of NC lathe in the mechanical department of ISHS. The TOCPSE in NC lathe was designed under the sequence process: analysis, thinking, design, drafting of the element and composite, prototype, evaluation, and improvement. In the second stage, the TOCPSE was employed to assist the teaching in the unit of tool offset in NC lathe, held in the mechatronics department of ISHS, to evaluate the feasibility of the promotion in learning effectiveness. This study utilized the quasi-experimental design and used the six research tools included the questionnaire of after learning, TOCPSE, the pretest/posttest measurements of learning achievement, the examination of learning efficacy of practical subject, the test of learning altitude, and the survey of after studying. In this study, the experimental group was taught with TOCPSE to assist the learning; in the other hand, the controlled group was trained with the traditional teaching strategy. The experimental course was executed within eighteen hours for three weeks, which was based on the syllabus of the standard new curriculum announced in 1998 by Ministry of Education. Before the experiment, the students of two groups had examined with the pretest of learning performance to analyze the difference in the tool compensated unit of NC lathe. Three weeks later, the posttests of learning achievement of two groups were investigated, and then the questionnaire of learning satisfaction in TOCPSE was added to the students in experimental group. The Independent Sample t test, Two-Way ANOVA and Description Statistics were conducted in this experiment and the conclusions were listed as follows: The great confusion of student’s learning in the class of NC machine practice held in the mechanical department of ISHS is that the NC machine is so deficient. TOCPSE had actually promoted the learning effectiveness and attitude for the student who had utilized it in the tool compensated unit of NC lathe.
