Consequently it can then be possible to put forth suggestions on designation, training and professional development of secondary school principals. In the first phase of this study in order to design a questionnaire for the core competency of secondary school principals, the Modified Delphi Method was used to inquire 12 experts about the core competency of secondary school principals, followed by the Kalmogorov-smirnov one sample test. In the second phase the technique of proportional stratified random sampling was used. Among 54% of the public and private secondary schools in Taiwan, a total of 185 principals were selected to participate in the research. From the analysis of the data, the implications are as follows: a. The core competency of secondary school principals should include competency in 4 domains: educational profession, administrative management ability, public relation dealing ability and personality. b. The secondary school principals believe that the 4 domains mentioned above are all very important, and that they have already acquired them to a certain extent. The domain that the principals believe themselves to have developed the most is “personality”, in which they regard the most important elements to be: A. Professional ethics and morality. B. The ability to lead and inspire a team. C. Being aggressive and energetic. D. The ability to communicate and negotiate. E. The ability to plan school’s future visions. F. The ability to transform and deal with crises. c. Principals from different backgrounds show significant differences in their self-consciousness toward core competency; especially on the variables of education and schools in which their work. It can be helpful if the educational administrative authority can build an indicator system of the core competency for secondary school principals. In addition, a special training program for private secondary school principals with a lack of professional education can help them develop professional core competency.
