This research also does research's proposition to three theories from the extensive Executive Yuan layer, Governance the aspect is "the current of the world reform is more obvious, the social public opinion looks forward to the need of reform more strong, Executive Yuan organizes the motive of the reformation also more big", find how much scholars promotes to be influenced some reformation works of advanced countries, causing the social public sentiment felt to come to meanwhile, also letting my country been managed by this of popular the grass. Policy Advocacy Coalition as "Executive Yuan organizes the conviction of the reformation to insist more, the rebound of Executive Yuan is also more big, reform the successful possibility also opposite smaller", can observe my country while working on the organization reformation in Executive Yuan, three kinds of core convictions that may adhere, but also will fall among vigorous holdout of the group of owning the different core conviction. As for the Policy Change aspect is "Executive Yuan organizes the alteration range of the reformation more big, the social public opinion accepts the degree more low, the government can predominate of the degree also reduces." the phenomenon that change policies too frequently has been appearing, but government if the change range is too strong, promise and then deny because of the situation public sentiment resists, then the public sentiment support will see descend more, letting the very difficult predominant reform of the government. Aiming at three more ministries with fresh and clear controversies of Executive Yuan does the individual cases analysis, there are Mainland Affairs Council, the Ocean Affairs Council and Government Information Office, and set proposition for the research first, Mainland Affairs Council is "promote six would layer class of the conviction insists more, should would the rebound is more vigorous, relatively incline toward to maintain the present condition probably." Executive Yuan is because of the Cross-straits affair benefit form complications, and want to promote it to the hospital originally the department, Executive Yuan is to initiate its core conviction, but the misunderstanding and rebound of the external world do not reduce anti-increase, let Executive Yuan only can maintain the present condition first. The proposition of Ocean Affairs Council is "the controversy of the Ocean Affairs Council is more strong, more difficult to establish, but forgive gradually in the social public opinion under, the government and people possibility appearance establishes the consensus for accepting." this is the election political views of the Democratic Progressive Party, entering to want to pay it to realization after Executive Yuan, just starting the public rejecting rather many, but willing still may accumulating the enough consensus in the future, letting the Ocean Affairs Council seemed ready to come out. Finally, Government Information Office for "abolish the consensus of the Government Information Office more high, the rebound voice of the internal employee is more weak, relatively reach the decided policy target probably", its existing working talent has already had no the proper and many and other ministry overlaps of times in the modern, if ever is opposed to the voice, but because the situation is stronger than person, reforming the result for the sake of the creation, the consensus of the abrogation Government Information Office will be what happens without extra effort.
