碩士 === 國立東華大學 === 公共行政研究所 === 93 === Abstract The purpose of this article is try to analyze and explain the feature of the referendum in Taiwan. Including of the definition of the meaning and function of the referendum, the selection of the referendum topics and the institutional arrangement of the Referendum Act.The author make four steps in writing. First, introducing these democracy theories, we can find that the good of the referendum. According to the experences of Swiss, America and France, we may see the differences among these countries. Second, understanding the history of the referendum in Taiwan and comparing the opinions of those scholars who support or oppose this system. Third, analyzing the relationship between Taiwan and other countries, the reforms of the constitutional designing, the institutional arrangements of this new law in Taiwan. Final, the author try to point several points to solve these issues of the referendum in Taiwan. Keywords: plebiscite, initiative, referendum
