China is no exception. China knows the implication of modern military technology war and its relative fall behind. With suspicion of U.S. intension to blockade, the mistrust tension situation has increased and China is speeding its military affair revolution. 2.Military affair revolution has become the main direction of enemy country’s military establishment. Modern country think the process of military affair revolution development decides the operation ability of a country. The operation ability of a country is not only the key for self-defense but also the major characteristic of foreign affair ability. 3.Military affair revolution covers two areas: the renew of technology affairs and the transformation of military theory and strategy concept. These two areas include three points: renew, reform, revolution. The renew of advanced technology weapon research and equipment system, the reform of military organization ideology, the renovation of military theory and war concept. Due to the stimulation of above factors, the new weapons are produced with new strategy concept and tactics. (based on advanced technology, two war ideology: information operation and asymmetrical operation. 4.Communist China adjusts drastically on the concepts and ways of operation. Communist China emphasizes military revolution will both win the partial war under high technology rules and have the Chinese characteristics. 5.In fact, the appearance of military affair revolution comes from rapid development of computer ability, intelligence revolution of information society, global positioning system, C4ISR network, and long range precision beat weapon. It means the key to win a war in next generation is to have the characteristics of information society. The execution of information operation relies on electric warfare and network application. Network and electrics altogether is the major form of information operation. 6.The key of future operation will be the defeat of enemy’s C4I system. The concept of “surgery way attack” is a fast way of fight and not only reverse the rules of 17th and 18th century but also define the steady position of military affair revolution. It will definitely guide the military theory of future 10-20 years and even deeper revolution.
