If the process improvement knowledge can be catch and establishes a knowledge library by ontology, the cost should be saved. The process improvement promotes the organization software development ability. The process is the important knowledge for growing. The process improvement knowledge management model is proposed for the software development organization process knowledge creation and application. The software process standard and individual service technical knowledge are the important knowledge properties in software organizations. By using ontology expression and knowledge management pattern transformation, the knowledge properties store into knowledge library. Then maps and combines the software project standard knowledge with individual service technical knowledge for innovating and expanding original area of knowledge. It provided a practical structure for achieving "in the right time, using right knowledge, do the right things" and causing the process improvement to carry on towards the optimized goal in the organization for promoting the organization process capability continuously.
