Meanwhile, the study aims to show how emergency management on campus imposes different legal duties on individuals by viewing both the variable of person and surrounding. This study utilizes self-made questionnaires and randomly chooses its subjects from such rankings in school as principals, deans of office, chiefs of section, etc. There are 294 feedback copies from 323 copies of questionnaires spread, with 91% of collection. The data collected are processed via descriptive statistic analyses, such as average, t-test, ANOVA. Gained from literature researched and questionnaires gathered, the conclusions are stated as follows: 1. Emergency management on campus of elementary schools in Miao-li County may vary in accordance with such individual backgrounds as genders, positions, schoolings, and years of working. Each school may also have different surrounding in light of its size and location. 2. Perception of legal duty imposed on members of elementary schools of Miao-li County may vary in accordance with individual schoolings and years of working, not in accordance with the size or location of schools. 3. Administrators of elementary schools in Miaoli County do not come up against any serious problems or difficulties in terms of emergency management on campus. However, each administrator may come up against different problems in accordance with his/ her gender and position. Besides, schools of different size and location may come up against different kinds of problems and difficulties to individual extent. 4. Strategies applied in emergency management on campus of elementary schools in Miao-li County do not vary in accordance with such factors as individual genders, positions, schoolings, etc. However, they vary in accordance with individual years of working. They do not vary in accordance with the size of school, while they vary in accordance with the location of school. With the results of the study, we present suggestions as follows for the concerned education organizations and school units to refer to when emergency occurs: 1. Suggestions for educational administrative organizations: (1) To prevent emergency on campus from occurring and deteriorating, the educational administrative organizations should sufficiently provide financial supply to the organizing and training on campus emergency management. (2) To ensure that campus emergency management works efficiently, the educational administrative organizations should require larger schools in size to programme campus emergency management with standardized procedures. (3) To enhance the junior teachers in each school to be more aware of individual duty in laws and decrees, the educational administrative organizations should hold more research activities for them to be well-informed. 2. Suggestions for schools: (1) Schools should strengthen their female members in charge to familiarize with the procedures of management so that the risk of operation may be lowered.Reinforce the concerned administrators’ knowledge in laws and pass down experience to avoid unnecessary troubles and problems in laws. (2) Schools should enhance members in charge of campus emergency management to be more aware of laws and provide them with experience to learn so that they may prevent from some disturbances or problems in laws. (3) Schools should set up a specialized group on campus emergency management and give it a more flexible room for operation so that it may manage campus emergency thoroughly. (4) Schools should regularly hold simulated activities on campus emergency management and get members in charge to familiarize with the procedures of management so that any accident causes harm to schools to the minimum.(5)Carefully choose appropriate spokespersons with respect to campus emergency management and train them skilfully enough to respond to journalists positively rather than negatively. (5) Schools should carefully name and train one or two appropriate spokespersons so that they are able to interact with the journalists positively to lower any negative effects. (6) Schools should train their newly-recruited teachers and promote their abilities in managing campus emergency so that they can handle accidents adequately. (7) Schools should augment inter-school team work and refer to community resources so that accidents are adequately solved in spot to higher efficiency of campus emergency management.
