However, the goal of sustainable management of protected areas is not easily achieved. Most areas are still managed by a traditional ‘top-down’ approach that has often failed to sustain the resources they were designed to protect and to involve or benefit local communities that are most affected by the management proposals. Numerous studies have examined how community involvement can benefit local communities. However, most participatory approaches are not theoretically-driven and lack empirical evidence to evaluate their effectiveness in a specific social, economic, political, and ecological context. The purpose of this paper is to propose a framework for developing and evaluating participatory forums for community involvement. A case study of the Lin-Ten Shan Forestry Cultural Park is reviewed to demonstrate the application of the proposed framework.
