By 1993, East Asia had taken place of North America and become the EU’s most important trade partner. The publication of “1994 Toward New Asian Strategy” showed that the EU would pay more attention to the Asia Miracle than before. Though the setback of the 1997-1998 Asian financial crisis had made EU feel anxious on EU-East Asia economic relations, the influence of the crisis was temporary. Recovering from the crisis and led by China strongly economic performance, the economic and trade interactions between EU and East Asia still have high growth and become more inter-dependent . Three dimensions would illustrate the driving forces pushing the EU and East Asia to construct a more comprehensive and closer economic partnership: the demand of economic development of the EU and Ease Asia, economic globalization and the pressure from regional economic integration. First, two characteristics of the economic relations between the EU and East Asia are competition and complementary. Besides, the market potential of Europe and East Asian is also the cause for rising the bi-regional economic relations. Second, the economic globalization such as the transformation of product model, capital flows and the challenge of WTO multilateral trade system would bring some changes on the mode and formation of bi-regional economic and trade interactions. Third, taking account of regional economic integration might lead to two regional economic blocs, the EU and East Asia would seek to reduce trade barriers, improve market access and provide fair business opportunities by inter-regional economic and trade interaction arrangement. Based on the three driving forces, this paper discusses how the economic and trade interaction and arrangement between the EU and East Asia will be modeled, formed, and constructed.
