Power distribution system is very important for power supply which affect
people’s life and industry production. While the disasters from external or internal environment such as earthquake, flood, landslide, typhoon cause the power towel collapse, it results in blackout and power supply insufficiency. In this study, we emphasize the power distribution risk assessment and management of Taiwan Power Company.
The main purpose of this study is to understand the risks of power distribution system of Taiwan Power Company. The data of power distribution accidents of 24 power distribution locations of Taiwan Power Company form 2000 to 2004 was collected as the primary source for this study. The relative risk and descriptive statistics such as frequency distribution, average, and standard deviation were applied in the analysis of this study. In this study, frequency distribution was applied to analyze the distribution of risk caused by external factors, material factors, construction factors, and natural factors. In addition, the effects of accidents and risk factors of the risk dimensions including external risks, material risks, construction risks, and natural risks were understood by using the analysis methods described above. Furthermore, the risk of loss frequency and level was also assessed and analyzed from the view of risk management.
Based upon the assessment and analysis described above, the effective and solidified management suggestions were offered to be the reference principles of power distribution risk management of Taiwan Power Company.
