The first phase is to search tender information and acquire trender documents, the second is to collect project information and estimate, and the final is to decide bid price and bid. An improper process of bid preparation will lead to an undesired result. Many studies have been made on the acquirement of bidding information, bid/no bid and bidding strategies, but few about bid preparation. This study is designed to analyze the factors, which affect the bid preparation and decision of bid price, the differences of bid preparations among contractors of different grades, and then propose suggestions. Conclusions were made based on the analysis of information collected from literature reviews, in-depth interviews with experts specialized in the bid preparation, and questionnaire survey made on contractors of grade A, B, and C. This research sent 200 questionnaires and recoveried 45 questionnaires. The recovery ratio is 22.5﹪. The study results indicate that there are distinctions between contractors of different grade in bid preparation. Large-scale contractors have standard procedures for bid preparation while small and medium scale contractors do not have, and the factors, which affect the bid preparation are ranked also differently by contractors of different grade. Finally, this study depicts various types of bid preparation and decision making process which are currently adopted in construction industry.
