However, since the system operation merely focuses on the achievement rates of budgets to determine success or failure, whether quality can also be emphasized when the system is applied to military constructions is worthy of discussions. This research uses military construction projescts as study samples to examine the effects of the budget control system on construction quality. First of all, information related to work performances, overall quality management, and present budget control methods for military construction projects were obtained through literature reviews in an attempt to confirm if the current budget control system was applicable. Further, based on the experts’ viewpoints expressed in the interviews, comparative analyses in six projects with or without performance pressure were carried out on construction rates and fault checks. The results can be concluded as follows: 1. When military constructions are confined by a budget control system, the responsible staffs, under the performance pressure, may have no alternative but to “simplify the procedures for quality control operations”, that is, reducing inspection frequency, lowering the quality standard, ignoring fault rectification, and etc., all of which may lead to the reduction of construction quality. 2. Procrastination on military construction projects partly results from the uncertainty of project planning, the lack of staff competency, and the high frequency of staff transfers during project planning. It is suggested to institute staff training, impart related experiences, establish guidelines for staff shifts/promotions and standard operating procedures, accomplish project planning in advance, and shift the focus back onto construction contracts to eliminate the methods detrimental the construction quality.
