Among many required systems, freight transportation plays an important role. From varied forms of transportation, home delivery system is the one with efficiency and economics to offer quick service and increase time value for customers. To operate home delivery system efficiently, hierarchical hub-and-spoke networks with stopovers provide high transportation flexibility and mobility. They can increase the storage factor of trucks and decrease the transportation cost. Furthermore, hierarchical hub-and-spoke networks with stopovers have the capability to concentrate goods and to achieve economics of scale to decrease unit operating cost. The model of the system under consideration is formulated pursuing minimal total transportation cost to determine the optimum routes of the hub-and-spoke network considering time-definite constraint. A heuristics based on Tabu Search algorithm is developed to solve the model. A shortest time rule is applied in the algorithm for efficient space searching. A real cargo network applying practical data is used to prove the feasibility of this model and to investigate the important results. From real case study, hub-and-spoke network with stopovers usually provides better solution than other traditional hub-and-spoke networks.
