It goes without saying that the community leader plays important role in the community. The purpose of this research is to explore how and what community leaders’ environmental beliefs influence community development. Research subject is four community leaders in the Yi-Lan County. The qualitative data collected in this study, include interviews, questionnaire responses, and resident viewpoints, and the researcher observations. Based on the data, the cause and development of the community leaders’ environmental beliefs are discussed. The results of research are as following. I) Community leaders’ environmental beliefs a) The main beliefs while leading community development addressed by the leaders: “congregating community consensus”, “taking on society responsibility, “promoting community self-help” and “being competent role”. b) The main beliefs while dealing with community affairs include: “determination”, “learning”, “sustainability”, “profession” and “keeping as usual”. c) The main beliefs while treating nature environment include “coexistence with nature” and “increasing people’s environmental acknowledgment”, while treating life environment is “ carry for hometown”, “community as the place of practice ” and “improving community to get benefit”. II) The community leader’s environmental beliefs are effected by childhood, the life, learning and working experiences. III) The community leader’s environmental beliefs can affect the approach they used to manage community resources while promoting community development.
