The past control strategy focused on the penalty of the pollution behavior. It was restricted by the inspecting manpower to affect the efficiency of control result. For the idea of “polluters pay expenses”, The EPA began levying air pollution control fee from July 1, 1997. By the reduction of the expense, the construction owner is used to pick a line of pollution control on his/her initiative. The contents of this study include the followings, 1.to introduce the “Quantifying Construction Site Classification”, and to provide the recommended inspection frequency for the pollution control project of construction site, 2.to analyze the formats of Kaoshiung City’s and County’s air pollution control fee. 3.to study the relationship between air quality, fugitive emission and the result of questionnaire. The findings showed that 80﹪ of the project were the small project. In Kaoshiung City, the air pollution control fee is mainly contributed by the road constructions. In Kaoshiung County, the air pollution control fee is mainly contributed by the miscellaneous constructions. After the estimation of the new tariff implementation in July, 2004, the air pollution control fee of Kaoshiung City will be reduced 13﹪, Kaoshiung County will be reduce 9﹪. The correlation coefficients of fugitive emission and air quality were 0.51 in Nan-Tze, 0.12 in Zuo-ying, –0.19 in Qian-jin and –0.22 in Xiao-gang. It is showed that the fugitive emission produced from construction is not the major factor to impact the air quality. A group of 165 samples were analyzed. The data was analyzed by using frequencies, percentages, t-test, ANOVA, and Scheffe law analysis using the SPSS10.0 version software. The results included the followings.1.Only 26﹪participants were construction owners. Most of participants were contractors or real estate agents. 2.Only 7﹪of application costs were less than 100 N.T, so the amount of exemption can be modified. 3.More than half of participants (57﹪) agreed that they have no need to enhance pollution control system if they pay the air pollution control fee, and 19﹪ will not apply for the rebate. It was confirmed that EPA stopped the rebate policy is a correct decision. 4.Contractors are in different aged groups compared to construction owners and real estate agents.
