This study adopted the questionnaire survey. The analysis were based on the questionnaire of “The Construction of Learning Organization and School-Based Curriculum Development Scales” to collect the information. The sample consisted of 648 elementary school teachers from schools in Taichung County, Taichung City, Nantou County and Changhua County, with 603 valid feedback data, the percentage being 93.06%. The collected data were analyzed by statistic methods of descriptive statistics, t-test, one-way ANOVA, Scheffè multiple comparisons, Pearson’ product-moment correlation and canonical correlation. The results from the statistics were as the following: 1. The situation that the construction of the learning organization in elementary schools operates well. 2. There were significant difference in the construction of learning organization in elementary schools in terms of history of school, location and school size. 3. There were significant difference in the construction of learning organization in elementary schools in term of sex of teacher, year of service, educational baceground,present job position. 4. The situation that the construction of school-based curriculum development in elementary schools operates well. 5. There were significant difference in school-based curriculum development in elementary schools in terms of history of school, location and school size. 6. There were significant difference in school-based curriculum development in elementary schools in term of sex of teacher, year of service, educational baceground,present job position. 7. The correlation between the construction of learning organization in school and school-based curriculum development was vary hight positive. Finally, based on the results, suggestions for education administration agenies, teachers and futher studies were proposed.
