The issue of terrorist attacks is generally concerned internationally at present. Terrorism has never suspended in human history. With the development of technology and the coming of the age of globalization, terrorism has become a serious threat to international peace and security. Everyone has the right to be free from fear. No one can deprive such an inborn human right. Terrorism, an evil and brutal crime, ought to be punished severely. Evil deeds ought not to remain unpunished, and impunity affords continual incitement to the delinquent. In order to prevent people’s life and property from the infringement of terrorism as well as to be free from terror, a series of steps, including military actions and laws, have been taken among countries internationally to overthrow terrorism.
This thesis aims to research the anti-terrorism measures from the perspective of international law. To begin, chapter 1 introduces the research motivation, goal, scope and methodology. Then, chapter 2 summarizes what the terrorism is, including the definition, features and transformation. Next, the major principle of anti-terrorism measures is presented in chapter 3. Chapter 4 turns to introduce and evaluate international convention for anti-terrorism. A discussion of the anti-terrorism applicable in the states, including America and Taiwan and an investigation of the military actions for anti-terrorism are presented in chapters 5 and 6, respectively. Finally, suggestions are given in chapter 7 to pitfalls and deficiencies of anti-terrorism measures.
