碩士 === 國立臺灣海洋大學 === 航運管理學系 === 93 === To Cope with business trend and to improve the efficiency and effectiveness of governmental institutions in order to enhance competitiveness of domestic enterprises, promoting electronic and digitalized modus operandi has become an important goal for all organizations. Regarding the government procurement, government institutions play various roles such as regulation maker, main investor and client. The government authorities have made efforts to provide comprehensive training on procurement operations. In recent years, many training courses in particular have focused on e-procurement to facilitate the smooth implementation of e-procurement operations between governmental institutions and private industries. Eventually, it will enhance their global competitiveness. On the other side,government-run enterprises are facing pressure and challenge because of the rivalry from private enterprises. Therefore, how to strengthen the competence and operational flexibility has become an urgent task for government-run enterprises. This study investigates the e-procurement operations. It especially focuses on the efficiency issue after the government implementing the “Government Procurement Act”. It also compare Formosa Corporation with state-run Chung-Hwa Telecom concerning their e-procurement operations. Its conclusions and suggestions will provide as reference for improving procurement.
