| Summary: | 碩士 === 國立臺灣海洋大學 === 航運管理學系 === 93 === To comply with the development of global century and digital era, production and marketing of enterprise and distribution system have faced revolutionary reformation, so as the operation pattern has become necessary trend that multinational enterprises built up production lines and production and marketing system at overseas spots, to set up global information system and proceed regional integration and allocation. It forced domestic and international enterprises to face the urgent need of developing global logistics management.
The aim of “Act for the Establishment and Management of Free Ports” is to solve three problems of multinational enterprise about trade controlling, extra taxes burden and promptness of cargo flow between nations. This article is to study the northern city port of Taiwan–Keelung port, under the goal of accomplishment of global logistics and the government’s promoting establishment of Free Port, with regard to the key success factors and strategies in developing FTZ（Free Trade Zone）, which can be referenced by KLHB for the investment and operation strategies in carrying out FTZ plan.
The study object and scopes in studying Keelung port FTZ development strategy are W29~W32 wharves and their backyards which are main outport areas of Keelung port FTZ. We draw up the operational strategies by SWOT analysis, and get conclusion in the direction of developing FTZ in the future. The best suitable business for Keelung FTZ is to develop packing and unpacking container for inbound and outbound cargo, and manufacture the re-imported and re-transited cargo of international logistics business. Although the transportation of west bank wharves is quite convenient, duse to the pollution caused by bulk and general cargo operation, there will be harmful influence in maintenance and management of logistics center. Meanwhile, when competition and cooperation conflict happened between “Commercial port law” and “ BOT Law” , we should adopt the latter first, so as to raise attraction of investment development with BOT.
