| Summary: | 碩士 === 國立臺北大學 === 企業管理學系 === 93 === As the public sector impels the organization reform and the service delegation private sector, the R.O.C. Armed Forces are encountering the scarce of both the budgets and the resources. The Jing-Jin Program plays a critical part of the national defense organization reform；it mainly reduces the personnel upkeep expense. The researcher subjectively thinks that the contract out, utilizing the private sector resources, would significantly reduce the operations and maintenance expense；therefore, the limited national defense resources would make reasonable and the effective uses.
Discovered from the literatures, most of the previous studies of the contract out policy making stage aim at the finance, the risk or the contractor evaluations. However, the topic about “how to select service item contract out?” is seldom discussed. The purpose of this research is to explore those consideration factors, the evaluation principles, and the significances of the Contract out in R.O.C. Armed Forces; and some suitable plans are suggested.
The research design includes the data collection and the data analysis. At first, the qualitative research method is applied for the data collection, which focuses on the literature survey method and the interview method in order to find those policy making consideration factors, the evaluation principles, and the suitable plans for the Contract out.
Next, the quantification research method is applied for the data analysis, which focuses on the analytical hierarchy process (AHP). Base on the data collection results, the construct of the AHP is established by applying brain storming method. The expert questionnaire survey is then carried out after the pre-testing stage.
Both of the consistency ratio (C.R.) and the consistency ratio of the hierarchy (C.R.H.) are smaller than 0.1, which conform the requirement of the analytical hierarchy process (AHP). The research results demonstrate that:
1. Under the goal of the Contract out, these consideration factors found by significance are “the management mechanism”, “the government policy”, “the private sector resources”, and “the national defense resources”. It suggests that “the management mechanism” is the most significant consideration factor of the Contract out.
2. The Contract out evaluation principles by significance are “the execution capacity”, “the security issue”, “the national defense manpower”, “the organization re-engineering”, “the economical development”, “the core service”, “the laws and regulations”, “the national defense financial resource”, “the execution efficiency”, and “the execution attitude”. It suggests that “the execution capacity” of the private sector is the most significant evaluation principle of the Contract out.
3. The proposed plans by significance are “the total contract out”, “the partial contract out”, “the service adjustment”, “maintain the status quo”. It suggests that “the total contract out” and “the partial contract out” are the most suitable plans for the Contract out. This research recommends that the most suitable contract out manner should be decided depending on whether the scale of economics is reached.
