In addition, previous research of the methods and models about land use planning mostly focused on specific categories, such as house, communications and transportation, land use, activity system, etc. On one hand, due to the unpredictability of the earthquake disaster, it has the deficiencies of the tool and method about the fact that the earthquake takes precautions against natural calamities that the reason comes from on the other hand. Because of this restriction, there are few discussions taking precautions against natural calamities into consideration. Recently, approaches of seismic disaster loss estimation in Taiwan, named HAZ-Taiwan system and Taiwan Earthquake Loss Estimation System (TELES) have been developed. This paper intents to introduce the importance of considering seismic loss estimation in land use planning through collecting information from Hsin-Chu to simulate in TELES and putting the information from post-earthquake scenario simulation into urban land use model. According to the assuming results from this paper, we can find the ten higher seismic loss areas restricted development in employment will be limited in the future, including population, industry and land use. By constraining the higher seismic loss areas development potential, the potential maybe transfer to another neighbor area, or to another downtown area to redevelop.
