The special service institution here is a professional organization covered with mysterious colors. On account of taking responsibility for safeguarding national leaders such as the president and vice-president, etc., it conforms to the conditions of institutional environment, is relatively emphasized and cared for by the government, and thus is supposed not to be affected by the environment. Nevertheless, the study indicates even such a professional government organization, while being placed in the environment, is still unable to be free of the impact made by the whole environment. The study reveals when facing the changes, the organization will make some adjustments to adapt to the needs of the environment, such as the adjustment of the organizational goals and function, the organizational structure, the execution of duties, the organizational missions, etc., and take the initiative to ensure the survival of the organization via the “strategic options”. The study suggests that in the whole environment, political power, cultural factor, media liberalization factor, and legal factor all share great influence on the special service institution. Among them, political power plays the key role. Owing to the political democratization, regular elections have become quite common. Participating in elections has been the indispensable process of acquiring the public positions and power. Even as the president or vice-president, they still must frequently get close to voters. Hence, these activities really cause tremendous workload and challenges to the personnel dispatch and the duty operation of our special service institution. The study suggests that our special service is protecting the core of power instead of the government positions. Even today the job of protection has been institutionalized, which is due to the political democratization making political power shift along with government positions. What our special service protects is at all times the core of power. Through case studies of our special service institution, the study considers that there is inseparable relation between the organization and the environment. The organization will be inevitably affected and challenged by the environment. In the process of the interaction between the organization and the environment, the organization will take actions and adopt strategies to meet the needs of the environment or to look for the assistance of the external resources to keep the organization alive.
