The component elements of it decide the quality of human collective life. In many scholars’ opinions that the social capital, which exist in personal interact network and stabilize the community development, has facing the impact on the Internet emerging. From the start, the author describes the development process and construction of the social capital theory shortly. And not only distinguish from the different kinds of argument against the impact on the social capital coming from the Internet technology, but survey the different kinds of research results to be the groundwork. Furthermore, this research takes Tzu Chi Foundation, the biggest NGO in Taiwan, to be a case to discuss the impact on the social capital from the Internet emerge by in-depth interview, participant observation and questionnaire Survey. In this case, we can find that although the Internet doesn’t have such impact on social capital forming directly, but play an important role that helps the social capital development in strengthening the trust between members in community, the network structure building and organization participated by the face to face interaction and communication supported. Finally, the author even tried to describe this close relationship between social trust, social network, social participate and Internet in a function formula.
