碩士 === 國立臺北大學 === 公共行政暨政策學系 === 93 === In 1987, the World Commission on Environment and Development proposed “Our Common Future” and pioneered the value of Sustainable Tourism Development (STD) research. Participation of community residents has become a crucial factor which influences much of STD today. By observation and in-depth interviews, this research takes Jioufen as a primary example and attempts to find out the factors affecting Jioufen residents in relation to STD. In addition, this research also proposes the characteristics of Jioufen’s STD as well as strategies and suggestions for improving Jioufen’s STD. The research includes four sections of literature review: the degree of community participation, strengths and weaknesses, approaches, as well as achievements in community participation. The research also provides a definition for “Sustainable Tourism Development” and cites specific information for the Jioufen area. The research concludes with nine main factors influencing Jioufen’s STD; community organization goals, the organization’s affect on residents, conditions of leadership, the organization’s internal situation, interaction between Jioufen and public organizations, interaction between the organization and residents, community consciousness, residents’ affects on the organization, and finally, the continued participation of residents and the organization. In addition, this research introduces the characteristics of Jioufen’s STD with “History and Culture of the Mining Industry”, “Snacks Street”, “Environmental Protection/ Cherry Blossoms”, “The Ma-Zu Memorial Ceremony”, “Traditional Art Folk Customs”, and “Art Worker’s Shows”. Finally, in accordance with suggestions from community organizations and residents, the research proposes some generalized approaches to assist in improving Jioufen’s STD for the future.
