The sample is based on 24 children, 12 normal and 12 with special needs at four to six years of age respectively, in an inclusion class in a kindergarten in Tainan Hsien, Taiwan. “The Scales for Children’s Emotional Development” is used to assess the children’s emotional competence in this study. And the qualitative description is also applied in this study. The assessing result has been analyzed by Independent-Samples, T-test and descriptive statistics. The main results indicate, except the regulation of emotion, there are no significant difference between normal and special needs children on the awareness of emotion, the understanding of emotion and the expression of emotion. Further analysis on certain sub-items of emotional competence is discussed in this study. on the basis of the conclusion, some suggestions on future researches and applied emotional competence education are included. Abstract
