Therefore, if we can provide the dispute settlement personnel the assistant information required for dispute settlement, the contractor will be able to construct better decision for claiming. So far, most studies of dispute settlement assistant system are mainly applying case-based reasoning to search for similar dispute cases for dispute settlement references. However, there are some problems in the similarity calculation of case-based reasoning, so need a new similarity measurement is needed for dispute settlement model to improve this problem Therefore, combining the Case-Based Reasoning with Fuzzy set this study develops a New Similarity Measure method. to create a dispute cases inference model for construction engineering to search similar dispute cases. Meanwhile, to make the search of similar cases faster and easier for dispute settlement handler, the research will be based on the dispute cases inference model for construction engineering, and make use of internet, to develop the construction engineering dispute settlement assistant system.Through the function modules provided by the system, user will timely and accurately search out the similar cases needed.
