In recent years, it is recognized in the construction industry that the most advantageous bid could be a better practice for public works.Whatsoever, this kind of approach has certain drawbacks such as disputes arised during the award process, since the evaluation method and respective criteria ,e.g. for price scoring ,of this multiparameter bid award system is not available so far. In this study ,it is aimed to improve the a bidder evaluation model for the most advantageous bid system as prescribed in the Government Procurement Law. The EMAT(Economically Most Advantageous Tender )system and related scoring methods adopted in Singapore, Japan ,UK and European Commission will be reviewed at first. Then ,current practices and major difficulties with regard to the most advantageous bid system in public works will be investigated through extensive interviews and questionnaire survey. And a modified framework of tender evaluation and contract award under the most advantageous bidding method will be developed accordingly. Indicative ranges of quality and price ratios appropriate to certain type of projects will be provided, and various price scoring methods will be assessed. Moreover, case studies will be conducted to evaluate the effectiveness of utilizing the most advantageous approach through the comparison of performance ratings by construction quality assessment for building construction projects. Conseqently, guidelines and related measures of promoting and implementing the most advantageous bid system in selected projects in public works are proposed to the concerned authority.
