First, we collect pertinent data on 139 elementary schools and 559 schools buildings. Using geographical information systems software MapInfo, we implement the collected data into a GIS database. In this study, we specify three scenario earthquakes and these earthquakes are assumed to occur on the Sanjiao fault or in the Yilan and Hualien area. For each school site, a site class is identified in accordance with the Taipei microzonation map. Given the site class, the peak ground acceleration (PGA) at the school site resulting from a scenario earthquake is estimated using an attenuation relation and a site amplification factor. Furthermore, the occurrence possibility of liquefaction is evaluated based on the Taipei liquefaction potential map. In the event of an earthquake, school building may sustain various degrees of damage. In this study, five damage states are identified and these damage states are no damage, slight damage, moderate damage, extensive damage, and complete damage (collapse). The PGA ranges corresponding to these damages are determined based on fragility curves and building deficiency identified from a school survey. We then determine the damage state of each school building caused by ground shaking and liquefaction resulting from the three scenario earthquakes. In addition, we identify a list of most vulnerable school buildings and another list of possible vulnerable school buildings. The results of this study will provide a very useful resource for school authority to make an intelligent decision on retrofit of seismic deficient elementary school buildings in Taipei City.
