| Summary: | 博士 === 中國文化大學 === 經濟學研究所 === 93 === Recently, there have been a substantial increase in the number of regional trading agreement. Trading ploicies, regional trading agreement in particular, play important roles in directing global economics and politics. On the contrary, the supreme rule of WTO is the Most-Favored-Nation Treatment; and thus, the content of GATT Article XXIV:8 dealing with Substantially-all trade(SAT) are greatly debated.
This paper not only discussion on GATT article XXIV, but also together with analysis economic view, and tries to provide a comprehensive interpretation on SAT disagreements. Further, using the Agreement Between Japan and Singapore for a New-Age Economic Partnership(JSEPA)and ASEAN Free Trade Areas(AFTA)as an example.
The study analyzed SAT requirement through devised condition by using Multi-region Computable General Equilibrium Model of Global Trade Analysis Project(GTAP). The result indicated that the liberalizing of regional bloc leads to trade amount increased within the region and the trade amount reduced outside the bloc.
