Via internet, people can obtain information from e-Government’s single contact website and the central government can also promptly and completely control all situations through computer information or data interchange and collection. Higher administrative efficiency, lower cost, higher customer’s satisfaction and enhancement of service performance are all advantages from e-Government. Based on the extensive development and application on modern information communication technology and e-Commerce in Taiwan since 1990, e-Government and computerized in government affairs has been regarded as one of the most important policy for tens of years. E-Government for the rapid transit system project has been successfully demonstrated to work properly in Department of Rapid Transit System (DORTS) in Taipei city after ten year’s effort. To increase business performance and be more competitive, it is very important to establish a measurement index for e-Government. This paper will develop a measurement index in DORTS’s business activities and construct a related knowledge map, which will be useful for reference of decision-making. As to the research method of this paper, first after discussion with high-level managers and senior persons in DORTS and investigation on related DORTS e-Government information and some survey on historical papers, the contents and the meaning of e-Government measurement index will be explained and inducted. Then the related construction map can be inducted by Content Analysis Method. Finally the importance and the priority factor can be determined by Hierarchy Analysis Method(AHP). From this study, the contents of e-Government measurement index in DORTS include computer hardware、office automation、administration、geographic information、technical file management、project management and knowledge management. The total comes to 29 indexs. The importance sequence from high to low is project management、technical file management、office automation、knowledge management、administration、computer hardware and geographic information. The priority from first to last is project management、technical file management、office automation、knowledge management、computer hardware 、administration and geographic information. Then the importance and priority for these 29 indexs will also be discussed and inducted. Finally a knowledge map for the importance and priority ot these 7 major index structure will be derived and hopefully the result of this study can provide public project with a useful guide to implement e-Government.
