Summary:碩士 === 東吳大學 === 社會工作學系 === 93 === There are thousands of Community Development Associations now in Taiwan, not all of them perform their function equally well. This study focuses on the developing process of Chi-Yen Community Development Association from 1994 to 2004. This research is meant to serve three purposes. Firstly, I’ll clarify the community work models including community development, community planning, community education, community action and community care. Secondly, I’ll understand the process of women’s participation and empowerment in the community and how the Association has built their accountability. Lastly, I’ll try to know the development context and the performance of the community mutual help industry, and I’ll focus on the lunch delivery service. In order to accomplish the purposes listed above, I use the case study method. Nine volunteers from the Chi-Yen community were interviewed and observed in their service setting. Each interview was audio- taped and transcribed word by word. Thematic analysis is used to identify and clarify the themes through the interpretation of the texts and inter-subjective agreement with the participants. The results are as follows: Ⅰ.The community work models of Chi-Yen Community Development Association can be presented in four stages: stage one-community education as a main part with community action playing a supporting role; stage two-community planning as a main part with community action playing a supporting role; stage three-community welfare as a main part with community development playing a supporting role; stage four-community development as a main part with community welfare playing a supporting role. Ⅱ.Unlike most communities in which man makes the decision and woman just plays the role of an assistant, in the experience of Chi-Yen Community Development Association, women are in charge of the organizational affairs. Through participating in the community activities, women empower themselves and develop their own awareness. Ⅲ. Chi-Yen Community Development Association has its own community mutual help industry to make money to continue offering the social service. Thus, it can perform the functions of creating more working opportunities, using the profit to offer community care service and constructing a mutual help community in the end.
