Summary:碩士 === 世新大學 === 行政管理學研究所(含碩專班) === 93 === Since the aging of population and the ages of pensioners who obtain retirement annuity are relative low, it will results in the growing of receiving retirement annuity years and thereby the burden of governmental finance and payment of retirement pension and pecuniary grant to civil servants are getting heavier if the age of receiving retirement annuity cannot be properly deferred to reflect the trend of aging population. Therefore, it is of great urgency to adopt deferred annuity system for civil servants retirement. Accordingly, we first explore the feasibility of adopting deferred annuity for retirement of civil servants by using questionnaire and also assistance by depth interview. According to empirical study, we found that 48.4% of interviewee will barely accept if enforcing implementation of deferred annuity system. Following, the result of depth interview shows that it is feasible to perform deferred annuity system, only there are some points need to be highlighted: 1.Deferring the age of receiving retirement annuity to cooperate with aging of population 2.Consolidate the promotion of domestic and foreign retirement system and the balances of .retirement pension and pecuniary 3.Gradually increase the age threshold for receiving retirement pension progressively. 4.Grant certain amount of compensation 5.The final target of age increased to start receiving retirement pension is 60. 6.Consolidate the promotion of reduced annuity system 7.It is worth to reconsider the necessity of implementing incremental annuity 8.Improve the investment return rate of funds. 9.Consider designating private institutions to operate retirement pension and pecuniary funds 10.The ceiling of working experience increases from existing 35 years to 40 years 11.The system related to exempt from appropriation for retirement pension fund has satisfied 35 years shall be amended accordingly 12.The regulation that people who extend their services is not allowed to receive retirement annuity shall be amended accordingly 13.Cooperating with affiliated plans making 14.It is applicable to implement partial retirement system plan in the future 15.If there are overwhelming obstacles for fulfillment, it shall be applicable for new recruits in initial stage 16.Consolidate communication and promotion works 17.Prepare for retirement wave in advance
