Where anticipate that culture products in cope with inspiration and creation soon have brought a new development and business opportunities in prospect and create a higher economical value as well. Seeing that the other countries faced a lots of difficulties during their culture creative industry promotion, the Taiwan government, besides to use other countries policy for reference, emphasize the commercial orientation into the art spirit as the guidance principle for culture creative industry promotion and reinforce management issues in the meantime. In respect to implement the culture creative industry into practice, part of academicians hold optimistic view with little bit of worry about how to preserve the originality. However, industrial circles carry a pessimistic point of view on how to implement reinforce management issues. In conclude, through government do deeply expect on promotion in an industry which combine commercial and art, but there exist policy and practical gap obviously between government, academic and practice. Therefore, this article examines how to integrate the commercial and art to propose the applicable way for practice from management prospective. Since the culture creative industry covered a huge scope, for focusing, this study takes the theater performance industry, creative intensive one, as the research object. For reality realization, data from practicing interviewing and literature reviewing are used. Then centre on the environmental characteristic of performer’s creative process, and search for the niche for management usage. Thereafter to find appropriate theory and technique out for environmental characteristic and propose the solution for solve the problem. Under this platform, the proposed managerial theory is Theory of Constraints. An elaboration of the theory will discuss in this thesis. Furthermore, Theory of Constrains will be the model for enhance and practice the management thinking in Culture and creative industry, describe how to apply in detail for the purposes of government policy setting, industry implementing, and academic researching.
