In order to understand how students’ network literacy are and how they use Internet, this study is based on information education and the aspects of media literacy. We have collected and analyzed the documents of information education, media literacy, Internet using behavior and the theory of McClure, and then we find that the past studies of network literacy are focusing on the capability of using Internet. In view of the past studies, we consider extensively this time and our study includes the following five aspects: safety of making net-friends, Internet manners, Internet literary property, and capability of Critical Thinking on Internet information. This study was done by surveys and deep interviews to acquire an overall result. Firstly, investigated Tainan’s junior high school students by using “The survey of Junior High School Students’ network literacy.” The context of this survey includes personal parameters and the five aspects of network literacy. Through it, we could understand how junior high school students use Internet and their network literacy. Secondly, we, as teachers, did deep interview with students to see how information education and students’ network literacy are. We also determined the standard of Internet using behavior of students and showed our opinion of classifying Internet. In the survey part, after designing the context, we picked up one class from each years of An-nan Junior High School in Tainan as models to investigate. We later got back these investigations, analyzed and corrected. In 2005 from March 23rd to April 15th, we did formal survey from junior high school students in Tainan. We got back 1237 investigations and 1088 of those are effective. Analyzing 1400 students in those effective ones by stratified random sampling, and found out following information of students’ Internet using behavior and their accomplishments: students do not use Internet so frequently but the periods they use are broad. They spent most of their time on playing on-line games and these games seem become one of their important extracurricular. Talking about their network literacy, we found junior high school students can hardly control the safety of making net-friends and network literary property. The longer they have touched Internet, the less deference to network literary property they have. In the deep interview part, we interviewed 6 information teachers in Tainan by purposive sampling and snowball sampling. The result shows the courses of nowadays information education cannot be linked up effectively and some schools care information education a lot but some do not. Most teachers think students are not ready for all five aspects of network literacy, and students do worst in the aspect of Internet literary property. It is correspond to the result of our survey. Teachers believe only when social, families and schools all care about network literacy, then it will be risen and get a good performance. Finally, the consequence of study by mixing the quality and the quantity shows some suggestions: (1) make sure the related courses of information education are coherence. (2) Hold some activities that ask questions and give gifts to the one who has the correct answer nonscheduled to stimulate and promote junior high school students’ knowledge and capability of network literacy. (3) Develop google-type searching tools to examine and contrast unsuitable information on Internet. (4) It is better to place computer in public space then in the bedroom. (5) Correct students’ attitude of using Internet, they should use Internet usefully rather seeing it as an entertainment tool. These suggestions could be the models for schools, families and parents to raise students’ network literacy and avoid them from effecting by inappropriate information on Internet. In such an information epoch, all of us, each national, should be provided with network literacy.
