In this research I try to research and analysis the effective factors of 25 local government building energy consumption by year 2002-2004. I study the effective factor power consumption by econometrics software. Beside, I use the Data Envelopment Analysis to research which is real energy efficiency – total power consumption、lighting number、air conditioners number as inputs, building area、office number、average outdoor air temperature as outputs. As a result from the research, density of power consumption per M2、density of people per M2 and average outdoor air temperature present Line Regression equation as kWh/m2 = -144.2 + 723.4 P/m2 + 7.2 T. The Aggregate Efficiency of 14 units are up to 0.9 ~ 1.0 around 27.4%, the Aggregate efficiency of 6 units are less than 0.5 around 11.8% which have to improve by energy audit. The Technical Efficiency of 35 units are up to 0.9 ~ 1.0 around 68.6%, the Technical Efficiency of 1 units are less than 0.5 around 2.0% which have to improve by energy audit. The Scale Efficiency of 29 units are up to 0.9~1.0 around 56.9%, the Sale Efficiency of 2 units are less than 0.5 around 3.9% which have to improve by energy audit.
