Through studying and analyzing the collected individual works, periodicals, papers, newspapers, magazines, national and international official records, the research focuses on the overall changes in China’s political and economical strategies toward ASEAN(Association of South-east Asian Nations)countries during the Post-Cold War era. Furthermore, it deals with different regional economy and security cooperation issues that result from the idea of free trade area﹘from “the Agreement of Free Trade Area” between China and ASEAN in 2002 to “the Treaty of Amity and Cooperation in Southeast Asia” in 2003. Then it also discusses and analyzes the tactics which China, Japan and America used to work with ASEAN countries and the influences caused by those tactics on politics, economy and safety in southeast Asia. This thesis focuses mainly on China’s political and economical strategies toward ASEAN countries during the Post-Cold War era. Strategically China used the new security idea consisting of “mutual trust, mutual benefit, equality, cooperation” along with “the policy of developing relations with its neighboring countries based on harmony, security and prosperity”. Diplomatically their major task was to build up good relationship with neighboring countries. In military affairs they tried to make sure of the security between countries. As for economically they signed treaties such as “Framework Agreement on ASEAN-China Economic Cooperation”, ‘’Treaty of Amity and Cooperation in Southeast Asia’’ with southeastern nations, trying to clear the rumor of “China threat theory”. In addition, they tried to play a leading role in eastern Asia by establishing EAEC (the East Asian Economic Caucus) based on the structure of “ASEAN+ 3”. As far as ASEAN is concerned, their countermeasure has been “Great Nation Balanced Diplomacy”, which is based on the principle of “comprehensive security”. That is: by making good use of their advantages, they have contact with stronger countries. However, they keep certain distance from them. They hope to use the power of some countries outside this area, such as America, Japan, Korea, India, Austria, and Russia to restrain the actions of China in Southeast Asia. China’s status in Southeast Asia is getting steady and it seems to dominate this area increasingly. Moreover they even want to establish the so-called EAEC (the East Asian Economic Caucus) through the idea of “Framework Agreement on ASEAN-China Economic Cooperation”. Therefore, how Taiwan can have its place in this area will become a very important issue. It’s predictable and inevitable that our efforts will be obstructed by China because in the summit meeting in 2004 they claimed the principle of “One China” again.
