The study adopted the literature research and questionnaires research methods. The self-edited questionnaire for the “The Study of Cub Scouting Development on Taipei Municipal Elementary Schools” was used as a research tool. It is applied to understand the Taipei city municipal elementary schools educational faculty and parents’ identity for the meaning and value of the promotion of cub scouting, for the content and the promotion pattern, for the probable difficulties that may be encountered, and for the strategies of cub scouting development. The research subjects are Taipei city municipal elementary faculty and parents. The random samples were 1176 people and the effective questionnaires were 872. The date was analyed and presented by frequencies mean, standard, deviations t-test, and one-way ANOVA within SPSS. The study has obtained the following conclusions in the research findings. 1.The value of cub scouting is highly approved by elementary school faculty and parents. Hence, every elementary school should promote cub scouting development assertively. In addition to establishing cub scouting, principles and strategies of cub scouting should be taken account into school administration and teaching. 2.It should be based on the vules and vegulations of the Scouts of China for elementary schools to establish cub scout pack. 3.One should encourage participation of parents and its local community. Issues with regards to who plays the major role and who plays the supporting role should be decided via discussions pending on its communal needs. 4.Cub scout leaders should take passion and willingness into their participation and should have the professional knowledge and skills of leading cub scouting. 5.It is appropriate for the cub scouting gatherings to hold meetings and activities after school, especially it is better to hold during holidays in order to be in accord with the goal of scouting. 6.The difficulties and problems that have been discovered during the promotion of cub scouting development are “ the personnel shortage of cub scouting counselors”, “the low willingness of teachers’ participation”, “the insufficiency of cub scouting counselors’ professional knowledge and skills”, “the shortage of the funding”, and “cub scouting is not in the school formal curriculum”, which are quite in accordance with the literature research results. 7.Research has found that parents have a more positive towards cub scouting than educators. Local schools should seize this opportunity to encourage participation to increase both our number in scouts counselors and human resource power. 8.Surveys have shown that families who have not joined scouting have a more positive attitude towards “the value and implementation pattern of cub scouting development” versus those who have once been involved. This result reflects our program has not yet met the needs of the participants. This is an issue one must take serious further investigation into. Based on the research conclusion, specific suggestions have been proposed to administrative authorities, elementary school faculty, parents, and future research.
