碩士 === 育達商業技術學院 === 企業管理所 === 93 === In recent years, local governments promoted a series of strategies for local economy development. However, the effects of the governments’ efforts might not meet the expectations of the operators of local characteristic industries. The purpose of the present study was to investigate the perceptions of the industry localization and the competences of local industries. Questionnaire was administered to 207 operators of local characteristic industries in Mao-Li County. The results revealed that for the perception of operators: (1) the operators perceived higher score for “localization” dimension and lower score for “industrialization”. (2) The operators of the organizations in which the life span ranged from 6-8 years perceived lower score for” localization” dimension than the organizations in which the life span were below 2 years and more than 9 years. In addition, regardung the competence domain, (1) the perceived score of the female operators for” the importance of infrastructure” in “government” dimension was higher than that of the male operators. However, there was no significant difference between female and male operators for the perception of “current situation”. (2) The perceived scores for the “nature resource was suitable for industrial development” in “nature resource” dimension and “the evaluation of current situation” for the operators of the organizations in different life span were significant different. (3) The operators perceived higher scores for “the importance of competence” and “evaluation of current situation” than managers. (4) The perceived scores of the operators for different industries for competitive dimensions and “evaluation of current situation” were not significant different. While developing the local characteristic industry, the top five major problems which the operators encountered were: the lack of marketing ability, not proper utilization of natural resource, the limitation of offering resource and support by county government, the lack of inheritance, and the characteristic of local industries not been awareness. Finally, according to the findings, suggestions for both operators and local governments were provided. Key word: Local Characteristic Industry, Localization, Industrialization
