The technologies include e-mail, instant message, VoIP. Many illegal behaviors are use PSTN to communication with each other.In the future, there will avoid the intercept by use VoIP/instant message to communication with anyone. Therefor, all countries are facing the new chanllege – intercept on VoIP/instant message. It’s important and impatient to develop the interception system on VoIP/instant message.For this reason, this research, based on ENUM framework, proposes a VoIP Monitoring System, which intercepts both real-time vocal and textual data between the communicating parties. Since ENUM server is part of the proposed design, its security determines the reliability of the overall monitoring system. Therefore, the implemented prototype is consisted of (1) Active ENUM Server Vulnerability Detection Modules and (2) VoIP Interception Module. Active ENUM Server vulnerability detection module is a web-based application that utilizes Nessus engine, which protects monitor targets list from illegal access. VoIP Interception Module applies MITM in intercepting the vocal and textual messages.
