Because generation business is the most competitive entity, it requires a strategic analysis tool for generation and power purchase to survive and succeed in the deregulated environment. Developing an IT-based information system for generation and power purchase strategies is significant for market participators. In addition, the congestion uncertainty may cause market participators unwilling to undertake a transaction unless transaction insurance is available. The financial transmission right (FTR) is a risk management tools for protecting market participators against congestion uncertainty. This thesis also describes some peculiar features of FTRs and FTR markets. In order to build Generation and Power Purchase Cost Analysis Information System, this thesis uses Java Server Pages (JSP) for Graphic User Interface design and Oracle Database to store associated data. The key components are how to build friendly user interfaces, database conceptual and physical schema design for power system data, and integrate all programs into a high performance information system.
