To achieve this purpose, first, literature review were adopted to explore the situations of the community universities, the relative studies of competency of the adult teacher and relative theories of indicator construction to synthesize and conclude the contents of competency of adult teachers in community universities. According to the contents we developed the original conceptual framework of competency indicators. Second, indicators were developed after recommendations and reviews with the study team of Delphi technique. Last, recommendations were generalized to be the reference materials of adult teachers, community universities, centers for adult teacher education and education authorities. Research method was Delphi technique with 16 experts to complete the indicators. According to the research discoveries, the conclusions were generalized as follows: 1. Indicators developed include 4 dimensional indicators, 11 aspect indicators and 56 behavioral indicators. 2. Dimensional indicators conclude “professional knowledge”, “professional ability”, “professional attitude” and “professional growth”. 3. Aspect indicators conclude “subject-matter knowledge”, “adult education knowledge(adult learning, adult instruction and relative knowledge of adult education)”, “ability of instruction”, “ability of counsel”, “ability of classroom management”, “ability of communication”, “ability of evaluation”, “education belief”, “education attitude”, “in-service education” and “research and development”. 4. Behavioral indicators include 56 items. Recommendations were made in the following 5dimensions: 1. Recommendations for adult teachers (1) Review the competency with proposed indicators proposed in this paper. (2) Find the lack of competency to proceed professional education and growth. 2. Recommendations for community universities (1) Select and evaluate adult teachers with proposed indicators in this paper. (2) Apply the outcome of select and evaluate to enhance the competency of adult teachers. 3. Recommendations for centers for adult teacher education (1) Centers for adult teacher education should foster adult teacher positively. (2) Centers for adult teacher education should afford short-term and long-term education programs for adult teacher to study. 4. Recommendations for education authorities (1) Apply the proposed indicators to plan the continuing education and advanced study for adult teachers. (2) Apply the proposed indicators to evaluate the competency of adult teachers. 5. Recommendations for relative subsequent studies Propose references for future studies in terms of sample, instrument, critical and reflection, and application of research.
