This thesis has the following findings. 1. In terms of the characteristics of the volunteer service units: The volunteer service units in public sector account for a higher proportion in the overall volunteer service system in Chiayi City, while the volunteer service units in private sector account for about 35%. Volunteer service is present in all domains, among which the three domains---education, social welfare, and public hygiene---have the majority of volunteers. 2. In terms of the implementation of the training of volunteers: (1) In terms of the demand of the training, most volunteer service units take “job requirement” as the guideline to decide their training demand. Among these units, most conduct the training according to “volunteer service regulation requirement”. (2) In terms of the planning of the training, most volunteer service units take “improving working skill and adeptness” as there training goal, while “instilling correct knowledge or service attitude” is the second most concern. (3) In terms of the implementation of the training, most volunteer service units don’t have annual training plans, but will conduct training according to the demand. About 90% of volunteer training in public sector is funded by annual budgets, whereas non-profit organizations in private sector need to ask for funds from the government or to collect funds by charging the volunteers. (4) In terms of the performance of the training, most volunteer service units take “observing the volunteers’ performance after training by managers” as the way to evaluate the trainees’ satisfaction with the training course and the effect of training. 3. In terms of the interaction with the governmental agencies: Administrative supervision and guidance is the primary association between the volunteer service units and the governmental agencies when conducting training for volunteers. The secondary association is funding; the other is assistance and counseling. According to the findings of this study, some suggestions are made for the volunteer service units and the related local governmental agencies, such as making clear goals for each training course, listing budgets for volunteer training and arrange priority, enhancing the planning of annual volunteer training, creating policies to stimulate the participation of volunteer training, widely accepting volunteer service groups in private sector to participate in the volunteer service system, reinforcing the training for supervising and guiding the volunteers, and setting up a volunteer service training center.
