Therefore, small-medium businesses (SMBs) must try to utilize their own restricted resources to pursue their core objectives. Because of focusing on core businesses, their e-business investments are not as fast and definitive as the larger enterprises are. In the same digital world as larger enterprises are living in, how to rate the digital divide of the SMBs had became a very important issue. In this research, we try to build a fully, objectively, and quantitatively digital divide assessment model for SMBs in the perspective from Taiwan's manufacturing industry. This study applies Gowin's Vee research strategy. In the conceptual side, we had found out 37 critical factors which develop the digital divide of SMBs by literature review through Grounded Theory method. We model the factors into five main elements which are 「electronic-industry nowadays」、「inside SMBs」、「social environments」、「human resources」 and 「government policies」。In the methodological side, we develop an evaluation system which assessment on digital divide from the outputs in the conceptual side and apply Expert Questionnaires methodology and finally concluded with 29 critical factors. Using Analytic Hierarchy Process (AHP) methodology, we sent out enterprise Questionnaires to Taiwan's manufacturing companies in order to get the weights of each element in our developed modul. We found that 「government policies」are the most effectively element (weights 23.9%) which means Taiwan's manufacturing companies would like to get more helps from the government. Contrariously, 「inside SMBs」 is the most ineffectively element (weights only 16.4%) which means Taiwan's manufacturing companies are able to solve the e-business investment relative problems inside their companies. We developed the digital divide evaluation table for Taiwan's SMBs in the manufacturing industry.
