In order to reduce cost, avoid risk, and focus on core technique, information system(IS) outsourcing has become a solution. To go alone with the trend of IS outsourcing, the argument between buyer and provider also becomes popular. The customers’ satisfactions of purchasers are insufficient. Most study of IS outsourcing documents focus on current outsourcing status, quality of service, outsourcing strategy, provider selection, outsourcing strategy or provider management. Seldom documents concern the role of purchasers. This study takes CMMI-AM version 1.1 as baseline. The module was developed by Carnegie Mellon University in May 2005. Through two steps questionnaire on senior, experienced employs of public and private units, we use Fuzzy Delphi Method (FDM) and Analytic Hierarchy Process (AHP) to analyze. This study concludes the priority of 8 major process areas and 44 critical factors of CMMI-AM. Also it compares the recognition between purchasers and providers, public units and private units, the implemention and not implemention of CMMI is to provide further information. This generates a flexible reference. The purchaser can easily decide how much and what time the resources should be invested. It can reduce the unnecessary barriers and opposition of employs, and also let the unit create CMMI-AM capability more smoothly.
