碩士 === 中華大學 === 建築與都市計畫學系碩士班 === 94 === Community planning system was first introduced in Hsinchu city through an experimental project in year 2000, and has become the city’s annual program since year 2001. In order to promote urban renewal, urban design, and urban landscape movement, Hsinchu city government held “2000 Chu-chieh youth urban designer camp” for two sessions in year 2000, and that was considered the first step to promote community planning system as well as training programs. The city government was hoping to raise the awareness of urban environment by educating students who are interested in urban design issues. Afterwards, the bureau of urban development has held community planning project with training courses in order to promote public participation and community development. Since year 2003, the project has completed 3 years of training courses. This study initially surveyed community planner trainees graduated between year 2003 and 2005 by questionnaires, and discussed constitution issues through forums and questionnaires of urban professions. The issues include: community planning experiences, dilemmas, and constitutional framework. Hopefully the discussions can achieve expected results and provide useful information for other cities. The study finally suggested a constituted community planning system, which includes the implementation of community planning center, more specific training course for different target group, local team for community empowerment, matching community needs and context with corresponding design professions. Hopefully the new framework will achieve community planning objectives hence promote sustainable community development.
